A democracy is also a high complexity system. It requires legitimacy, belief in fair rules, and a perception that gains are at least broadly shared. When the top deciles capture most of the upside while the majority experiences stagnation or insecurity, the system accumulates political stress. A system that looks brilliant in a strike video can become a trap if it creates a vacuum no one can fill. A policy that looks bold may be tactically clever and strategically hollow.

And that may be the hardest capability of all.
