What if the most important question about a new technology is not what it can do, but whose goals it makes easier to pursue?

A few solar panels and a water pump can transform a farm. They can also transform an illicit economy. A prestigious university can celebrate a student who speaks about decolonisation, yet appear less tolerant when another student, equally intelligent and equally brown, expresses a politically inconvenient identity.

These situations seem unrelated. One concerns energy and agriculture. The other concerns belonging, ideology, and institutional judgment. But they reveal the same uncomfortable principle: tools and institutions do not merely distribute opportunity. They amplify some forms of action, reward some forms of speech, and leave other possibilities untouched or condemned.

The central problem is not that technology or institutions are inherently good or bad. It is that their effects depend on the purposes, assumptions, and power structures surrounding them. Every powerful system has an operating logic. If we do not examine that logic, we may mistake greater capacity for greater progress.

The pump is not the policy

In parts of Afghanistan, opium farmers began using solar panels to power pumps that draw groundwater from roughly 100 metres below the surface. The arrangement is elegantly simple: an upfront investment of about $5,000, followed by nearly free operation. No diesel deliveries are required. No recurring fuel bill interrupts production. Once installed, the system converts sunlight into reliable irrigation.

The result is not merely cheaper energy. It is a new production model. Land that was previously constrained by rainfall can be cultivated more intensively. Farms can expand. Crop cycles can become more predictable. As the number of installations grows, so does the productive capacity of the surrounding economy.

This is a useful correction to a common way of discussing innovation. We often ask whether a technology is clean, efficient, or affordable. Those are important questions, but they are incomplete. We must also ask: what activity does this technology make newly viable?

Solar power did not choose opium. It did not create the market, the crop, or the incentives. But it removed a major constraint. The same panels and pumps could support wheat, vegetables, orchards, or drinking water. Their moral meaning emerges from the system into which they are inserted.

This can be called the constraint removal principle. A technology becomes socially consequential when it removes a bottleneck from an existing system. If the bottleneck is fuel cost, solar removes fuel cost. If the bottleneck is access to an audience, a social platform removes the gatekeeping function of editors. If the bottleneck is the cost of manufacturing, automation removes labour requirements. The technology does not determine the destination. It makes certain destinations easier to reach.

Progress is not simply the expansion of what people can do. It is the expansion of what they can do without changing the incentives that govern why they do it.

That distinction matters because a society can become more capable without becoming wiser. A more efficient system can produce more food, more wealth, more propaganda, more pollution, or more injustice. Efficiency is an amplifier, not a moral compass.

Institutions have pumps of their own

Institutions also contain technologies, though we often fail to recognize them as such. A university has procedures for admissions, speech, reputation, discipline, and public recognition. These procedures function like pumps. They draw certain ideas upward, give them visibility, and circulate them through the institution. Other ideas encounter resistance, even when their quality is comparable.

An institution may sincerely value intellectual diversity while rewarding only a narrow range of acceptable dissent. It may celebrate decolonisation when expressed in a familiar vocabulary, yet react uneasily when a person from a marginalised background refuses to perform the political identity expected of her. In such a setting, the issue is not simply whether the institution permits speech. The deeper issue is whether it permits unapproved combinations of identity and opinion.

This is a subtler form of gatekeeping. Traditional gatekeeping asks, “Are you allowed to enter?” Contemporary gatekeeping often asks, “Are you speaking in the correct register once you are inside?” A student may be welcomed as an example of diversity but distrusted as an independent thinker. Her identity is accepted as a symbol, while her judgment is evaluated according to whether it confirms the institution’s preferred narrative.

That pattern has an important parallel with the solar powered farm. In both cases, a system contains an infrastructure for amplification. The farm amplifies water access and agricultural output. The institution amplifies some arguments and reputations. In both cases, outcomes depend on the rules surrounding the infrastructure.

A pump does not ask whether the crop is socially respectable. An institution does not merely ask whether an argument is coherent. It also evaluates the argument through cultural expectations about justice, caste, class, religion, gender, and political legitimacy. That evaluation may be necessary. No institution can be completely neutral. But when the criteria remain invisible, selective judgment can masquerade as principle.

The hidden cost of selective amplification

The most damaging systems are not always openly coercive. Often, they operate through differential friction.

Imagine two people trying to move the same heavy object. One person has a clear path, a cart, and a smooth surface. The other must carry the object over gravel while repeatedly explaining why the object deserves to be moved at all. Neither is formally prohibited. Yet the practical conditions are unequal.

Differential friction works the same way in public life. Some speakers receive the benefit of the doubt. Their motives are interpreted charitably, their mistakes are treated as complexity, and their identity is read as evidence of courage. Others are required to disclaim, apologise, contextualise, and prove that their views do not secretly represent an entire community.

This does not mean every controversy reflects prejudice, nor that every criticism is illegitimate. It means we should inspect the burden of explanation. Who must explain their position before being heard? Who is presumed to be thoughtful? Who is treated as dangerous before their argument is examined? Who is allowed to be an individual, and who is turned into a representative of a demographic category?

The same diagnostic questions apply to technological development. Who receives the initial capital required to install the panels? Who owns the groundwater? Who bears the ecological cost when pumping expands? Who benefits from higher output, and who absorbs the risks created by it?

The $5,000 upfront cost may be modest to a successful farmer and prohibitive to a poorer household. The nearly free running cost may encourage overuse of a finite aquifer. A technology that looks decentralising at the level of the farm may still intensify inequality at the level of land ownership, water access, or regional power.

This produces a broader framework: amplification has three layers.

  1. Capacity: What does the tool or institution make possible?
  2. Selection: Which users, goals, and voices receive the benefit?
  3. Externality: Who pays for the consequences that are not included in the original transaction?

Most public debate stops at capacity. People praise solar because it produces electricity, or praise a university because it hosts debate. Serious analysis continues to selection and externality. A system must be judged not only by its output, but by the distribution of its enabling power and its unintended costs.

Why neutrality is an inadequate ideal

When confronted with concerns about bias, institutions often defend themselves by claiming neutrality. Yet neutrality is rarely the absence of values. More often, it is the invisible protection of values already built into the system.

A university that treats certain political vocabularies as sophisticated and others as suspect is not neutral. It has made a judgment about what counts as serious thought. A development programme that installs pumps without regulating groundwater is not neutral. It has made a judgment that immediate productive expansion matters more than long term resource stability.

The alternative is not to eliminate judgment. That would be impossible and undesirable. The alternative is accountable partiality: openly stating the principles that guide a system, applying them consistently, and allowing those affected to challenge them.

Accountable partiality asks institutions to distinguish between three things:

  • A disagreement with an argument
  • A concern about the consequences of an argument
  • A discomfort with the identity or coalition associated with the speaker

These are not interchangeable. The first belongs to intellectual debate. The second belongs to ethics and governance. The third requires special scrutiny because it can disguise social conformity as moral reasoning.

The distinction is equally useful in technology policy. There is a difference between asking whether solar irrigation increases food security and asking whether it is being used to intensify a particular illicit crop. There is also a difference between condemning a harmful use and pretending that the underlying tool is itself morally contaminated. If those distinctions collapse, policy becomes theatrical. It punishes symbols while preserving the incentives that produced the outcome.

A mature society therefore evaluates systems at the level of architecture, not just intention. Good intentions are not enough if the architecture rewards the opposite result. A university may intend inclusion while creating incentives for ideological conformity. A clean energy initiative may intend sustainability while accelerating groundwater depletion. The test is not what a system says about itself, but what behaviour it reliably produces.

A practical audit for powerful systems

This framework can be used immediately, whether you are evaluating a new technology, a workplace, a classroom, or your own beliefs.

Start with the bottleneck. What limitation is being removed? Is it energy, money, attention, distance, social permission, or institutional access?

Then identify the default beneficiary. When the constraint disappears, who is already positioned to take advantage of the new capacity? People with land, capital, status, networks, or cultural fluency usually move first.

Next, map the moral vocabulary. Which goals are described as progressive, responsible, dangerous, or backward? Which identities are granted complexity, and which are interpreted through stereotypes? This step often reveals that the system is not merely distributing resources. It is distributing legitimacy.

Finally, examine feedback. Does success attract more investment and make the original activity expand? Does public approval make an institution more confident in its own judgments? Does criticism improve the system, or is it treated as evidence that critics do not belong?

These questions turn vague suspicion into a usable method. They also prevent the opposite error, which is to blame every institution or invention for every harmful outcome. The goal is not condemnation. It is diagnosis.

A society becomes wiser when it learns to inspect its amplifiers. The crucial question is not whether we have more power than before. It is whether we have become more deliberate about what our power makes easier, whom it elevates, and what it leaves behind.
