A meeting that produces consensus while excluding the affected is not collaboration in the meaningful sense. A network that shares success stories but not failures is not learning. A pilot without an owner is not experimentation. It is delay with better branding.

The most durable institutions will therefore build what might be called accountability infrastructure: routines that connect evidence to authority and authority to consequences. This includes shared measures, independent review, transparent records, protected dissent, and regular contact with people who live with the outcomes of policy.
