What if the reason so many organizations struggle is not that people are irrational, but that we keep trying to govern agents as if they were parts?
That sounds abstract until you look at the patterns. A board approves a strategy, the organization nods, the strategy is implemented, and somehow the outcome is not what anyone intended. A developer team receives a detailed plan, then reality shifts, dependencies multiply, and the plan becomes theater. A cell is told, through chemistry and signaling, to become one thing, yet the whole tissue produces another shape entirely. In each case, the failure is not a lack of instruction. It is a mismatch between the level at which the system is being controlled and the level at which it actually makes decisions.
This is the uncomfortable insight linking biology and governance: complex collectives do not merely obey instructions, they interpret them. They have agendas, constraints, memory, and feedback loops. If you ignore that, you end up micromanaging the surface while missing the real machinery of coordination.
The trap of bottom up thinking
Modern management loves to reduce everything to components. If results are poor, inspect the metrics. If execution is messy, tighten the process. If people are underperforming, refine incentives. This logic feels scientific because it is precise, but precision is not the same as comprehension.
Biology has long suffered from the same temptation. It is easy to assume that if we understand the molecules, we will understand the organism. Sometimes that works. Ribosomes, chaperonins, and gene regulation matter enormously. But knowing the ingredients is not the same as knowing the recipe, and knowing the recipe is not the same as knowing why the meal is served the way it is.
Consider a simple thought experiment. Suppose one region of tissue wants one shape, and another region wants a different shape. If the system regenerates, what decides the final form? A purely local explanation struggles here because the real question is not what each cell can do in isolation. The real question is how the collective resolves disagreement and recognizes completion.
The same thing happens in organizations. A board may believe that governance is about issuing clearer directives, but directives are only useful if the organization has a shared mechanism for converting them into coordinated action. Otherwise, each department optimizes its own local logic. Finance wants predictability. Operations wants stability. Sales wants growth. Compliance wants caution. In the absence of a higher level coordination principle, the enterprise behaves like a tissue in which every cell believes it is the whole organism.
The deeper error is not complexity itself. It is the assumption that complexity can be mastered by shrinking the unit of analysis.
This is why so many systems get trapped in what looks like control but is actually fragmentation. The more disconnected the parts become, the more leaders add rules. The more rules they add, the more the system learns to perform compliance rather than coherence.
Organizations are not objects, they are negotiated intentions
A boardroom often imagines itself as the brain of the corporation. But a better analogy is closer to development in biology: the board is not a remote command center so much as one layer in a multi level information processing system. It does not merely tell the organization what to do. It helps define what counts as success, what should be ignored, what should be amplified, and when to stop.
That is a radically different view of governance. Under the old model, governance is primarily about control, oversight, and correction. Under the new model, governance is about aligning agendas across levels of the system. The question becomes not,
