Foundations of protecting basic rights: Secular constitution and Islamic constitution. The secular constitution is flawed in itself and will not suffice compared to the correct Islamic constitution. The Islamic constitution does not seek in Islamic law, but rather in the Quran. There is no constitution without basic rights. When abrogated verses arise, we have risen in Islam from the level of belief to the level of conviction. At this level, people are not differentiated by their beliefs, but rather by their intellect and character. A person is not asked about their beliefs, but rather about the clarity of their thinking and the goodness of their actions. From here, discrimination against citizens based on their religion or lack thereof does not occur. The Quran is employed to clarify the human nature as it is, devoid of the illusions that have covered and distorted its purity. It is called Islamic to establish a humanitarian government under its shadow, where all humans are equal in rights and duties. This is the dominant religion above all religions, which is Islam at the level of conviction, not at the level of faith. Islam is at the level of knowledge, not at the level of belief.
